Certification of Products

One of the key criteria to sustain the company’s competitive advantage in  Russian market and abroad is certifications confirming that production and  quality management systems meet international standards. Considering this, in  1997 Severstal and specialists from Russian Research Institute for  Certification started preparing for certification of the quality management system on conformity with the requirements of an international standard ISO  9002:1994. Lloyd’s Register Quality Assurance (LRQA) was chosen as a well-experienced organization to certify the company’s quality management system. Severstal’s quality management system is now certified for ISO 9001:2008 and ISO/TS 16949:2009.           

Severstal started to certify products in 1990, which was required by  classification society (third party) when entering into export contracts. The  first type of steel production to be certified was shipbuilding steel, manufacture of which was started in 1963 and which received Certificates of  recognition of the Register of the Soviet Union by 1990. The first international classification society was Lloyd’s Register (Great Britain), since the majority of shipbuilding orders were obtained from the British Commonwealth of Nations. American Bureau of Shipping (USA) became the next classification society for Severstal.

The Certificates obtained by PAO Severstal made the company a manufacturer of shipbuilding steel in accordance with international requirements and  authorized to enter into export shipbuilding contracts.

PAO Severstal of today is the company supplying shipbuilding steel in  compliance with requirements of the following seven Registers of Shipping: Russian Maritime Register of Shipping (RS), Lloyd’s Register (LR), Germanischer Lloyd (GL), American Bureau of Shipping (ABS), Bureau Veritas (BV), Russian River Register (RRR) and De Norske Veritas (DNV).

Classification societies have shared requirements for a product certification scheme, number of certification and qualification tests, quality of finished rolled steel in compliance with regulations developed by  International Association of Classification Societies (IACS) and appropriate resolutions of International Maritime Organization.

Since 2000 there has been a greater demand for rolled steel made from extra high strength steel to build floating offshore and fixed installations. Russian Maritime Register of Shipping developed the Rules for the Classification and  Construction of Floating Offshore and Fixed Installations. The Rules cover special requirements for steel tenacity and resistance to cold for ice-strengthened and floating offshore installations.  

PAO Severstal was granted Certificates of Register of Shipping confirming that the company is authorized to produce steel (at Rolling Mills 2800, 2000  and 5000) with special characteristics for floating offshore and fixed installations. These are the following steel grades: D36CBZ (D36W, E36W, D36SW), D40CBZ (А40W, D40W, E40W, D40SW), F36CBZ (F36W, F36SW), D450W, E450W, F450W, F500, F500Z, F500CB, F500W, E620, E690, E460W, F460W     

In addition to Certificates of Conformity for shipbuilding steel grades, PAO  Severstal has a number of certificates for structural steel grades (LR, TUV), accessories of different shapes and quality classes (Russian National Standard, Mosstroysertifikatsiya), pipes of different diameters (Russian National Standard, Mosstroysertifikatsiya). There are also certificates of conformity for some joint products (slag, gravel in the certification system of SovAsk). At customers’ request, PAO Severstal was granted Experts Reviews and Fire Safety Certificates of Conformity for pre-painted galvanized iron.
